Stiff penalties in health fraud bill go too far, AMA says

The American Medical Association (AMA) says that a new bill designed to curb health care fraud is excessive and unnecessary. The bill, authored by Sen Joseph Biden, would require convicted physicians, pharmacists and other health professionals to spend 10 or even 20 years in prison and pay $250,000 fines. Enforcement agencies would be entitled to seize fraudulent assets. The AMA favors a General Accounting Office proposal that would establish a national commission to investigate the problem.

The first step involves study of the organization, its owners and subscribers. At the end of negotiations, the final step includes review of the contract by an attorney, preferably one who is familiar with the physician's aims. No agreement on solutions to issue of GME funding
Article Abstract:
Medical educators and the House Way and Means Committee's subcommittee on health could not reach an agreement about general medical education (GME) funding at a meeting in May 1996. Educators are urging Congress to adopt a gradual overhaul of GME funding to thwart negative effects on teaching hospitals. Both the Clinton budget plan and Republican budget proposal include large-scale reductions in GME funding.
