The meaning of normal

The term normal, stemming from the clinical term norm, is defined as a description of the ideal in the field of medicine. Notions of measurement and perfection are the major aspects of clinical norm. Several problems exist in the pursuit of perfect health, the attainment of which is practically impossible. An approach, which accepts variability as normal instead of considering it as a deviation from perfection is necessary for the understanding of perfect health.

The Patients Charter introduced by the UK Government sets targets for the NHS. Under the Charter, patients should not be on the waiting list for more than two years before receiving treatment. Waiting lists were reduced by 97% by April 1992, but the number of patients waiting for under a year increased. An additional three patients' rights have been added, reduced waiting lists, access to information about local health services, and investigation of complaints.
