Increased torque and reduced RPM help model engines run quieter. A greater prop diameter and pitch can increase static thrust and reduce sound dramatically. Diesel engines and long-stroke engines run quieter than their conventional counterparts.

Article Abstract:
Glow-powered model aircraft can produce high decibels of sound, but this can be reduced with mufflers, after-mufflers and other components. Several tests were conducted, and increasing propeller size was effective in reducing noise.
