Calif. defends FR enforcement plan

California Bureau of Home Furnishings and Thermal Insulation is preparing to enforce the new mattress flammability standard without prior permission from federal government. In a written letter to California officials by W.H. DuRoss of Consumer Product Safety commission has opposed that the standard is unenforceable until the commission authorizes it to the state.
