Employment-led qualifications for NHS support staff
Article Abstract:
The UK's National Health Service (NHS) is faced with a shortage of nurses as the population ages and the demand for nursing increases. The number of high school graduates entering the field of nursing is decreasing: in 1984-85 14,900 entered first-level nurse training as opposed to 13,500 in 1987-88. Project 2000, a new pre-registration program, aims to reduce the number of professional staff and increase the number of support staff while enhancing their skills. The program institutes support worker as a generic title that includes: caretakers, housekeepers, and clerical workers. The Care Sector Consortium, involving the NHS and three other social service agencies, establishes national employment performance and qualification standards for jobs in the health and social services. The Consortium must: offer work-based training; provide off-the-job training; and fully explore the local labor market.

Whither two-year YTS?
Article Abstract:
Cadbury Schweppes' participation in a two-year Youth Training Scheme (YTS) program raised three human resources management concerns: (1) funding, (2) expected program outcomes, and (3) paperwork. Cadbury personnel management reports having accommodated to paperwork; feeling more relaxed about balancing its own program expectations with those of the program sponsor; and accepting its limited ability to influence funding decisions. Cadbury anticipates continued commitment to YTS, and will continue to leave determination of size and nature of individual schemes to local company management.
