Europe finds its true vocation
Article Abstract:
The formulation of standards concerning mutual recognition of occupational qualifications in the European Community (EC) countries is a crucial task that must be undertaken before a free labor market can be achieved in the EC after 1992. The complex task is made more difficult by the fact that the regulation of occupations varies significantly in each member country. A catch-all directive issued in Dec 1991 provides a mechanism for recognition of professional level qualifications, but has so far been implemented only in Ireland and the UK. A directive on regulations for occupations below the professional level has been drafted, but remains problematic as there remains substantive disagreement over the question of certification levels.

The Training for Enterprise programs sponsored by the Manpower Services Commission offer courses in self-employment and small business administration in the UK. There is also support through local and national government agencies, such as the Enterprise Allowance Scheme. Small companies may obtain loans through the national government's Loan Guarantee Scheme. The Small Firms Service of the Department of Employment offers advice and information, as well as an advisory service named COSIRA (Council for Small Industries in Rural Areas). Some colleges and universities also offer advice to small businesses, such as Durham University, National Extension College, the Open University, and Open Tech.

Are the British qualified to join Europe?
Article Abstract:
The imminent single European market of 1992 has forced the UK to consider whether its workers will be qualified to work in other European Community (EC) states. The EC has drafted directives to address qualification differences and to establish guidelines for universal qualifications in the single European market, but countries, such as France and Germany, also are working on their own to upgrade qualification standards. However, the UK has not duplicated these efforts, and as a result, UK employees may not possess high enough skill levels. Currently, the UK has lower education standards and craft qualification standards for young people than many other countries.
