Japanese "manage safety better than us", Cullen tells MPs

The House of Commons Employment Select Committee questioned Sir John Cullen Chairman of the HSC, John Rimington Director General of the HSE and David Eves, Deputy Director General for HSE on safety in the workplace. Cullen said that Japanese companies based in the UK incorporate safety as part of the management organisation and therefore manage the issue more efficiently than UK companies do. Information that only four operators of offshore installations out of a total of 200 companies had submitted safety profiles to the HSE was greeted with an angry reaction, but the deadline for submissions is not until Nov 30 1993.

Award schemes for health promotion by companies have pitfalls as well as benefits, but the Health Education Authorities' Health at Work Award (HAW) avoids many of the pitfalls. Health promotion awards give recognition to recipients and serve as benchmarks in employment practice. However, health promotion award organisers find it difficult to assess the impact of schemes and have sometimes been castigated for making awards to companies with generally poor standards. The HAW includes a framework against which companies audit their activities, and a major element is the initial needs assessment.
