Survey of employee relations in local government

Article Abstract:

A 1995 United Kingdom survey of local governments' personnel managers indicates the impact of contracting out and compulsory competitive tendering, as well as an increased emphasis on employee performance and involvement. Most local government councils have performance appraisal plans, quality initiative programs, and performance management systems. Many governments have moved to reduce sickness absences. Most of those surveyed said future emphasis will be placed on employee involvement, flexibility, and harmonization of work conditions for manual and white-collar workers.

The trade unions

An IRS survey of 80 employers investigates the changing role trade unions play in UK workplaces. About 65% recognize at least one union, with many that do not saying they have never been approached. Those recognizing blue-collar unions report stable membership levels in nearly half the cases, with declines at 13 and increases at 2. Half of those recognizing white-collar unions say membership has declined, with three reporting increases. Two-fifths have single-table bargaining and a fifth have a single-union deal.

WIRS "could do better" say users

Article Abstract:

The fourth Workplace Industrial Relations Survey (WIRS) should gather additional employee, categorical, and performance indicator information, as well as focus on employee relations processes, structures, and union bargaining groups, according to a 1995 research report. The Institute of Employment Studies report also suggests using a survey/case study to improve the survey. A number of employers have criticized the relevance, application, timing, and focus of the WIRS.
