How to develop physical capacity standards
Article Abstract:
Pre-employment physical capacity tests for jobs requiring significant physical capacity are increasingly being used to deal with the problem of worker injury. The development of physical capacity standards can prove to be a difficult task for most personnel departments that need to observe such statutes as the Americans with Disabilities Act and the Civil Rights Act of 1991. HR professionals assigned to develop such standards should make sure that they understand the difference between health status and physical capacity. Health refers to the absence of disease, illness or injury while physical capacity involves the ability to do physical work. In testing physical capacity, applicants should perform certain types of physical work.

Article Abstract:
Employers eventually dismiss workers who are unemployed when hired then observed for productivity over a period time, thus reducing the unemployed labor pool to low-ability workers if hiring costs are low. If hiring costs are high then employers are not willing to hire workers and the steady-state of unemployment is not reached.This results in an alternate cycle of non-hiring and hiring in which a cyclical equilibrium is found.
