Increasing global market competition is requiring organizations to undergo downsizing and reengineering to stay competitive. As an integral factor to the long-term success of a company, the human resources department has become more than mere service providers as it is constrained into doing more with less. In redesigning human resources transactional delivery systems to make them more effective, factors such as cost, enhancement of benefits delivery services, elimination of internal services and empowerment of employees, must be considered.

The process is deemed necessary to control rising costs without necessarily reducing the number of workers in the firm. Questions related to outsourcing project team membership, in-house project management competencies, and management information systems should be asked. These questions will aid the firm in selecting an appropriate outsource provider.
