Health care 1992 - choices
Article Abstract:
National health care solutions are looked at in the atmosphere of increasing costs, an increasing amount of financially unhealthy hospitals, variables like AIDS, drug abuse and crime, an aging population and the cost of high tech medical equipment. Part of the national agenda for controlling costs could be limiting damages of health related legal suits, managed care programs and a national health care claims administration system. Health care proposals that are already agreed upon by most of our government legislators include small group health insurance reform, no longer excluding or dropping persons with high risk conditions and reinsurance to handle the high risk cases.

Article Abstract:
Government and employers are the two largest groups which are capable of solving the workforce-related problems of the US. Between the two, employers have a better capacity to manage change. The concern over health care issues has been made evident in the public pressure calling for solutions to the problem. In general, changes in the health care system until 2002 can provide some dramatic shifts. However, managing these changes has to begin in the present.

The Supreme Court has upheld the decision of the New York state government to impose a 24% tax on hospital charges if the employer-sponsored plan is insured. The ruling manifests the gradual weakening of ERISA protections and signals that state governments can now make use of another means to wring tax dollars out of employers that have already complied with their obligation to insure their workers.
