Putting the scalpel to managed care

Article Abstract:

The federal government is debating funding cuts to health maintenance organizations (HMO) for Medicare patients enrolled in managed care plans. According to the Health Care Financing Administration, payment rates to HMOs should be 88% of fee-for-service rates, which would mean a rate cut of up to 7% for HMOs. Pres Clinton's 1998 budget changes the structure of Medicare payments, resulting in savings of $34 billion through the year 2002. Managed care companies are fighting such funding cuts, arguing that benefits will have to be reduced.

Building new walls around managed care

Article Abstract:

Managed care lobbyists are increasingly agreeing to compromises regarding managed care issues, as proposed laws outlining managed care reforms proliferate on the local, state and federal levels. Comprehensive bills which establish criteria and standards for managed care interests to adopt and pursue have become common in the courts. Advocates and lobbyists on both sides of the managed care debate are pleased with the measured and even treatment with which the issue has been handled.
