Reform for the small-group health insurance market
Article Abstract:
Health insurance is denied to most workers in small businesses due to its affordability and access. Employees of small businesses comprise the largest percentage of those working uninsured. This is due to their employers' inability to pay the majority of insurance costs. Thus, health insurance reform for small businesses should be based on managed care, hard bargaining and modest change in tax policy. To achieve this, health maintenance organizations must be encouraged, state-mandated plans eliminated, direct-marketing approach practised, portability offered and purchasing cooperatives formed.

Self-funded health insurance for small employers
Article Abstract:
Small businesses are choosing self-insurance since it can be an effective solution to increasing health care expenses. Self-funding can also lower overall costs due to the current weak economy. However, despite its advantages, self-funding can only be effective if small companies are financially capable and daring enough to make the change. The savings and cash flow improvements brought about by self-funding are due to the control of plan design, exemption from state premium taxes, administrative savings and interest on unpaid premiums and improved cash flow.

Point-of-service plans: the standard health coverage of the future?
Article Abstract:
Point-of-service systems (POS) offer employers an alternative to past single benefit structures. POS plans are health care benefit programs that provide covered individuals a choice between at least two benefit levels at the time of service. In addition, the POS plan design allow employers to introduce covered individuals to managed care which is increasingly an important part of health care reform. However, for POS plans to be effective they must be implemented with the proper evaluation methods.
