Sending the right message is good business sense
Article Abstract:
Employee communications received more attention after the enactment of the ERISA. The ERISA required employee benefit plans to be written in a simple language style which can be easily understood by contractinng parties of the plan. Since then, employees have had a better understanding of company programs and policies. However, firms which are downsizing are cost cutting internal communication systems as a nonessential. Employers must find a way to maintain communication systems to avoid decreasing employee productivity and morale.

New rollover and withholding treatment for plan distributions
Article Abstract:
Rollover rules for qualified benefit plan distributions and corresponding tax payments have been broadened and simplified and will apply following Dec 31, 1992. The new rules are covered by regulations of the Unemployment Compensation Amendments Act of 1992. Any distribution which is not part of an eligible transferee plan but possess rollover rights will be fined an income tax witheld at 20%. A rule which allows a loss of deduction for compensation over $1 million was removed.

DOL announces relief from trust and audit requirements for cafeteria plans
Article Abstract:
The Department of Labor (DOL) set ERISA Technical Release 92-01 to revise contributory welfare plans. The new regulation offers relief for welfare plans which take pretax contributions but does not cover self-insured plans with after-tax payments. This new rule remains effective until Dec 31, 1993 or the date when final regulations are fixed. Firms can take advantage of this DOL policy by adding the cafeteria plan feature to its welfare plan.
