Groups involved in terrorist activities have traditionally sought to avoid large-scale bloodshed, believing that this would undermine their claims to legitimacy. This has not been the case in recent terrorist attacks, especially those of Sep 11, 2001. It is now clear that using force to prevent terrorist attacks may be impossible.
