Liberia: roots and fruits of the emergency
Article Abstract:
The 1990-97 complex political emergency is significantly different from the 1989-90 state crisis. The earlier crisis came from a breakdown in conflict management, while the later conflict was produced through intervention of regional powers, which the UN attempted to but could not control.

Sierra Leone: the political economy of civil war, 1991-98
Article Abstract:
Attempts by the International Monetary Fund and the World Bank to stop internal conflict in Sierra Leone created many socially excluded intellectuals unable to find employment in state or private sectors. Factors fueling this conflict include underdevelopment and deteriorating trade.
