Participation in development? Refugee protection, politics and developmental approaches to refugee management in Uganda
Article Abstract:
An attempt, by the government of Uganda and UNHCR to implement a developmental 'Self Reliance Strategy' in response to the needs of 188000 long-term Sudanese refugees and their hosts in Uganda is examined. Some of the arising conceptual, political and practical issues are analyzed.

The Security Council Resolution 1706 authorizing UN peacekeeping in Sudan is analyzed in the context of the deteriorating humanitarian crisis in Darfur. The African Union Mission in Sudan is assessed and the reasons for its present fatigue and failure are detailed.
