Reconstruction of infrastructure in Iraq: End to a means or means to an end?
Article Abstract:
The dilemma of facilitating infrastructure reconstruction for short-term aims is explored to discuss whether it is possible to maintain a long-term vision. It is analyzed to what extent the Iraqi people have genuinely participated in reconstruction plans and whether the eventual outcomes might have been different if a truly participative approach was earlier taken.

Looting in the context of violent conflict: a conceptualization and typology

Looting is the product of multiple motivations operating simultaneously and thus a comprehensive explanation requires the recognition of its affective, political, and economic choice components. Looting in the context of violent conflict is conceptualized, its precipitants are identified, and a typology for looting behavior based on motivations is suggested.
