Tactical multilateralism: coaxing America back to the UN
Article Abstract:
The use of the United Nations in the immediate aftermath of 11 September in the United States and its return to the organization for help with post-war Iraq reveals an approach that continues a tradition of mixed messages at the UN. It is essential to facilitate this tactical multilateralism, even though the recognition may constrain US actions and choices.

The available international law tools in the UN Charter enable the full range of necessary responses both reactive and preventive to all likely future security threats. Five criteria of legitimacy, namely seriousness of threat, proper purpose, last resort, proportional means, and balance of consequences should be accepted as guidelines in all cases.
