Article Abstract:
The war in Iraq has intensified a debate about the extent to which Tony Blair's style of government is presidential, secretive, ad hoc, informal and susceptible to groupthink. It is suggested that there is no simple or singular answer since the government simultaneously pursues multiple foreign policies involving different combinations of institutions, actors and external pressures.

The two pressing issues, the danger of Israeli separation policies rendering the Israeli-Palestinian conflict and Europe's need to rethink its relation with Israeli are addressed. Europe needs a resolution of the Israeli-Palestinian conflict for its own social harmony.
