Home Office rekindles controversial fire safety laws - more than three years late
Article Abstract:
The UK's Home Office's 1996 proposed regulations to implement the 1989 directives on fire safety are the third attempt to do so, earlier efforts having been rejected as too costly and burdensome. The draft regulations amend 1992 regulations on fire risk assessment and institute employer requirements regarding fire equipment maintenance, escape routes, and fire detection and fire-fighting procedures. Compliance failures will result in civil penalties, although criminal penalties will be applicable for serious reckless noncompliance.

A UK Health and Safety Executive information hotline started service in July 1996, operated by the National Britannia company. The Sheffield public enquiry point has been replaced by this phone service, which is expected to handle 160,000 calls annually. The overall goal is to offer improved and more efficient dissemination of safety information.
