America's inventors have arrived (and we thought they were "invisible.")
Article Abstract:
A "White Paper" entitled "What Do America's Independent Inventors Need" was written in 1990, and one section focused on the role of the Patent and Trademark Office (PTO), calling on them to provide more inventor assistance in the form of seminars using PTO experts to educate investors and other patent system users, encourage the Congress to consider legislation leading to more uniformity in national patent laws, and work to achieve cooperation between the PTO and inventor organizations. Most of these PTO-targeted resolutions have been achieved eight years later, along with other inventor-friendly initiatives.

Comparative analysis of provisional patent applications under US and UK law
Article Abstract:
The US can learn from the UK's nearly 50 years of experience administering provisional patent applications which are applications made to obtain priority dates for later filings of standard patent applications. The system protects rights and creates parity when the US first-to-invent system encounters foreign first-to-file systems. Possible risks of using the provisional system can be assessed by reference to the history of the UK system.

Re-discovering Article 1, Section 8 - the formula for first-to-invent
Article Abstract:
The United States is considering signing a World Intellectual Property Organization treaty that establishes a first-to-file patent law. Because this would violate the first-to-invent principle which is embedded in article 1, section 8 of the U.S. Constitution, the U.S. should not sign the treaty.
