An alternative approach to the permanent striker replacement strategy
Article Abstract:
The twin goals of US ability to compete in a global economy and worker satisfaction can best be met if labor disputes are submitted to advisory arbitration combined with fines for both sides. The National Labor Relations Act should be amended to this effect. Advisory arbitration would be much more cost-effective than a strike and would eliminate the anti-worker actions such as hiring permanent replacements that sometimes accompany a strike. The lower level of acrimony and expense as well as the retention of an experienced work force would help US competitiveness.

Congressional coverage - the time has come
Article Abstract:
Congressional employees must seek recourse for labor violations in that body's Office of Fair Employment Practices (OFEP) since Congress has exempted itself from federal labor law. Few OFEP decisions have found for the plaintiff, leaving the impression that this internal review mechanism is very lenient compared to the private sector. Legislation will be introduced in 1993, to give House employees the right to seek redress for unfair labor practices in the courts in an attempt to give these people the same rights as private sector employees.

Reforming labor law to remove barriers to high performance work organization
Article Abstract:
The Commission on the Future of Worker Management Relations can help establish high performance work organizations by taking steps to better work environment and industrial relations. Increased information to employees, employee participation in corporate decision-making, more flexible job definitions and less employer control over labor unions can help the process. Successful labor law reform should make it easier for employees to organize themselves and ensure union security.
