Two routes to victims' rights; bills offer constitutional or statutory protections for crime victims
Article Abstract:
A constitutional amendment pending in the US Congress is raising debate about whether the Constitution or a law can best assure the rights of victims. Victims of a violent crime would gain through the amendment rights including that to be present at all public proceedings regarding the crime, to be notified about the release or escape of a convicted prisoner or the defendant, and to receive restitution. Attorney General Janet Reno states that means to ensure victims' rights.
