Article Abstract:
Issues are discussed regarding the demise of consent decrees beginning in the late 1980s as well as arguments put forth by those for and against this device. Decree proponents recognize instititutional change cannot be mandated, while those who oppose ending the decrees fear public government entities will relax minority hiring efforts in their absence.

Too good to last? Budget cuts force the EEOC to terminate contract mediators from its new, highly touted program
Article Abstract:
Issues regarding the massive funding shortfall experienced by the EEOC during FY 1999 are discussed. A large number of contract mediators were laid off and those remaining are being encouraged to work pro bono. The layoffs will also cause the agency to regress in terms of defendants' willingness to participate in mediation.
