Border war; in a fight to dismantle the federal immigration service, the agency's best allies could be lawyers who fear what might replace it
Article Abstract:
The bipartisan US Commission on Immigration Reform recommended abolishing the Immigration and Naturalization Service and dividing its duties among other federal government departments, with the Labor Department handling employment-related tasks, the State Department citizenship requests, and a new Bureau for Immigration Enforcement under the aegis of the Justice Department handling border enforcement. Immigration lawyers oppose dismantling the INS and support a Carnegie Endowment report that recommends consolidating immigration responsibilities by raising it to a cabinet-level agency.

Not so plain English: in many states, jury instructions are confusing
Article Abstract:
Studies have shown jury instructions to be confusing to jurors, but that simplification leads to greater comprehension. Several states have started simplifying the language of their jury instructions, but there is much resistance and the task is time consuming. It took four years for Michigan to rewrite its jury instructions.
