Article Abstract:
There is a need for an examination of trade restrictions within the US itself, with two reforms in particular benefiting trade: an extension of commerce clause protection to trade in services between states, and regulations by home states rather than host states. The latter would encourage entry of providers from other states, and would allow liberal policies to be exported. The movement in Europe and elsewhere toward regional free trade looks to the US as a model, but unless such domestic reforms are carried out, the model is in fact something of an illusion.

A golden anniversary? The Administrative Procedures Act of 1946
Article Abstract:
The Administrative Procedures Act (APA) celebrates its 50th anniversary in 1996. The law codifies procedures of government rulemaking. Its passage in 1946 was supported even by advocates of limited government because they saw it as a restraint on the powers of the executive branch during the New Deal era. Unfortunately, APA has evolved over the years into a cumbersome legislation for both businesses and individuals. Under this law, government rulemaking has become slower, more costly and more burdensome.

Does administrative protection protect? A Reexamination of the U.S. Title VII and escape clause statutes
Article Abstract:
Administrative protection brings few benefits, partly because declining industries tend to seek protection, which cannot, on its own, halt their decline. Curbing competition may also remove the stimulus for reform. Although there was an increase in the popularity of seeking administrative protection against foreign competitors during the 1980s, the import relief legislation has not proved efficient, since the performance of industries that sought escape clause relief has not improved.
