Budget limitations spur privatizations; continued federal belt-tightening will lead to the refinement of existing outsourcing techniques and new forms of privatization
Article Abstract:
Privatizing government functions is seen as a way of increasing efficiency and producing significant savings. The Clinton administration has published guidelines for privatizing government functions and Congress has pending legislation which would corporatize or divest some governmental operations. Legal conflicts among those affected by privatization sometimes arise, as seen in a suit filed by public employees against the privatization of defense work. Privatization can take the form of contracting out, divestiture and corporatization.

Mexican natural gas trade opens to privatization; to spark investment in storage, transportation and distribution sectors, Pemex monopoly ends
Article Abstract:
Two auctions of licenses to private companies indicate the success of broad constitutional, statutory and regulatory reforms intended to foster private investment in Mexican natural gas. The Natural Gas Regulation, issued in Nov 1995, opens transportation, storage, and distribution to all industry players, subject to a permit regime. The Energy Regulatory Commission will have a greater role than before, including setting the maximum rates Pemex may charge for first-hand sales. Cross-subsidies are prohibited.
