Clinton couldn't decide where to jump
Article Abstract:
The legal profession should support Pres Clinton in his postponement of lawsuits under the Helms-Burton Act. This act allows lawsuits by US citizens against foreign corporations benefiting from propoerties expropriated by Cuba after the revolution. Allowing claims by people who were not US citizens when their property was expropriated runs contrary to international law. Moreover, the US cannot penalize countries which trade with Cuba while objecting to an Arab boycott of Israel. Ultimately, the Helms-Burton Act should be totally or partially repealed.

Clinton's not king - war is for Congress
Article Abstract:
The US President does not have the authority to enter the US into a war and Congress must be more willing to use its power to check such actions. Recent presidents have interpreted the Constitution far too broadly in seeking unilateral military powers. In fact, the only action since WWII legitimately taken without congressional authorization was the evacuation of Vietnam. The Constitution's framers clearly delineated powers related to war and international affairs, and Congress must not abdicate those duties.

Clinton dooms HUD
Article Abstract:
Bill Clinton's planned reforms for the Department of Housing and Urban Development (HUD) would prevent the dept from carrying out its legally mandated aims. HUD was created to provide mortgage credit for those who could not otherwise get it and provide housing for those at a market disadvantage. Clinton's plan would end almost all public housing assistance and make many FHA-insured mortgages worthless in terms of their previously low rates.
