Commentary: How the EU can prepare itself for enlargement
Article Abstract:
The EU must prepare itself for enlargement by dealing with institutional reform and budgetary reform. EU leaders will tackle the size of the Commission, weighting applied to each country's vote under the qualified majority voting (QMV) system, and any extension of QMV. With regard to budgetary strategy, there is a need to establish basic principles, such as keeping the size of the budget small.
