Commission says: abolish thrifts; action seen as unlikely
Article Abstract:
A national commission investigating ways to prevent another savings and loan disaster has recommended that federal deposit insurance be drastically modified and the thrift industry be abolished. The commission concluded the savings and loan fiasco was due only in part to criminal fraud. The fiasco's main causes were that Congress and regulators encouraged vastly increased business, hoping the thrifts would outgrow problems they were mired in by 1982, and counting on federal deposit insurance to rescue high-risk ventures.

Article Abstract:
The Supreme Court's June 29, 1995, decision upholding federal authority to regulate development so as to protect wildlife invigorated those on each side of the debate. Foes of the Endangered Species Act say the newly conservative Congress will react to Babbitt v Sweet Home Chapter of Communities for a Great Oregon by drastically revising the law. Supporters say the government's victory in the case is a signal to Congress meaning the law may be modified but will not be scrapped. The court split 6-3 in its decision.

The merger of Boeing and McDonnell Douglas will probably replicate the industry-wide reduction in legal work, though only in the long term. Boeing has 63 in-house lawyers and relies on Seattle's Perkins Coie and Washington, DC's Covington & Burling, while McDonnell has 53 in-house attorneys and uses Bryan Cave and the St Louis office of Sonnenschein Nath & Rosenthal. The Defense Dept is revamping acquisitions to reduce competition and legal challenges in an effort to stretch reduced funds farther.
