Competition policy

Article Abstract:

The European Union has addressed a number of issues relating to competition policy recently. The European Commission has adopted a proposal for a joint European Union Council and Commission decision on the draft agreement between the US and the European Union on the application of positive comity principles in the application of competition regulations. It has extended the validity of the block exemptions on exclusive distribution and exclusive purchasing until the end of 1999, and has also issued a draft regulation extending the block exemptions on specialization and research and development agreements.

Competitive policy

Article Abstract:

The European Union's consultative paper on vertical restraints in its competition policy is informative but fails to challenge established pratices and offers no direct guidance on specific issues of competition. It states a need for policy amendments to cater for block exemptions that will cease in 1999. The paper discusses the possible application of modified block exemptions after this date. Other economic and legislative matters involving competition are also discussed.
