Constitutionalism in Hong Kong: politics versus economics
Article Abstract:
The paradigm shift that has occurred in China's policy toward Hong Kong from political and economic freedom to only economic freedom is ill-conceived and could have adverse consequences for Hong Kong's stability. In the 1984 Sino-British Joint Resolution, China expressed a commitment to democracy, human rights and capitalism in Hong Kong. As 1997 has approach, that policy has changed, and China seems more interested in authoritarian rule and economic freedom. Analyzing the rise of Hong Kong's economic strength reveals that economic development must be supported by democratic institutions.

For Hong Kong's smooth transition, stability and prosperity
Article Abstract:
China is committed to honoring the obligations of the Sino-British Joint Declaration and to promoting prosperity and stability in Hong Kong. The UK has acted contrary to the agreement in implementing democratic and human rights standards that were not present during British rule. China's response, to elect the Provisional Legislative Council and reject laws inconsistent with the Basic Law, is consistent with the Joint Declaration. Hong Kong's governance will be a matter of Chinese internal affairs beginning in 1997, and the US should not interfere.

Hong Kong-China legal synergy in the run-up to and beyond 1997
Article Abstract:
The continued economic growth and prosperity seen in Hong Kong in the months before reunification with China demonstrates the inaccuracy of US media claims that Hong Kong will no longer be an international financial power after 1997. The involvement of Hong Kong's people in negotiating the transition from British rule to the "one country, two systems" approach has helped to maintain stability. Other nations should also be aware that it is in China's interest to maintain Hong Kong as a gateway between its growing economy and the rest of the world.
