Cyberbusiness needs supernotaries
Article Abstract:
Persons known as certification authorities will eventually function as cybernotaries in the realm of electronic commerce, verifying electronically transmitted signatures and documentation. While about 50% of the states are considering or have adopted laws governing electronic transactions, they fail to effectively regulate cybernotaries. They set no standards of education, training, financial responsibility or recordkeeping for this important position. States should require cybernotaries to pass a standard exam, satisfy a background check, possess sufficient insurance and keep adequate records.

States develop rules for using digital signatures; laws that govern transactions using public key cryptography will spur electronic commerce
Article Abstract:
The ABA responded to the growth in electronic commerce by issuing digital signature (DS) guidelines. Laws regulating DS use have been passed by 30 states and the District of Columbia. Documents are sent an algorithm known as the "hash function" to creat a "hash value," which creates a digital fingerprint of the document, with the encrypted result forming the digital signature. The ABA guidelines define the responsibilities of the authority certifying DSs. Some state laws are comprehensive while others allow for DS use in limited areas.

Electronic Signatures Act
Article Abstract:
The Uniform Electronic Transactions Act (UETA) promulgated in 1999 is discussed and aimed to create a national standard governing electronic transactions. The Electronic Signatures in Global and National Commerce Act came in 2000. Steps for electronic businesses to take to ensure the enforceability of contracts are given.
