Article Abstract:
The Iran and Libya Sanctions Act of 1996 was an improper use of congressional authority to damage the Iranian and Libyan petroleum industries in the guise of antiterrorism. The law allows the application of negative sanctions to nations and businesses not otherwise within US reach which do not comply with US foreign policy. Such unilateral actions cause diplomatic and economic international instability.

This article summarizes a memorandum send to Congress by the current and past presidents of the American Society for International Law supporting U.S. acceptance of the International Criminal Court.
