Drug policy for results
Article Abstract:
Drug education, doing away with street drug markets and clearly linking enforcement and treatment are the three steps which could win the drug war. The Partnership for a Drug-Free America runs advertisements which provide a prime example of good drug education. They should expand their efforts to combatting alcoholism. Cost-effective measures such as citizen patrols and better lighting can help stop street drug markets. Treatment and enforcement can be better linked by court-mandated treatment with the clear threat of incarceration if the offender does not comply.

Yes: silencing the homeless
Article Abstract:
Begging is a form of speech rather than conduct, therefore, laws banning aggressive panhandling are a constitutional violation of the freedom of speech. Moreover, banning panhandling because the beggars ask for money for themselves rather than a charity is unconstitutional because the ban involves regulating speech on the basis of content. Panhandling also fulfills a useful function, that of communicating information about poverty in a very direct way.

Article Abstract:
Aggressive panhandling constitutes harassment, at times verging on extortion, and should be against the law. This conduct is not covered by more general laws and some of the targets are vulnerable members of society who may fear they are about to be robbed. Aggressive beggars work against public sympathy for the poor rather than adding to public awareness.
