Eastern states convene over ozone compliance; under its 1990 Clean Air Act revisions, Congress set up an Ozone Transport Commission
Article Abstract:
The states in the eastern US have had problems meeting the federal ozone air quality standard and even if a state meets the standard within its boundaries, it must try to keep emissions within those boundaries from contributing to nonattainment by another state. Congress established the Ozone Transport Region in response to the Clean Air Act Amendments of 1990. In response to the realization by the Ozone Transport Commission that the problem would continue without an effort to control ozone precursors as well, the Ozone Transport Assessment Group was established in Mar 1995. It is too early to assess the group's success.

Environmental; 'new source' scrutiny
Article Abstract:
The EPA has mounted a new enforcement measure against major US industries, many of which the agency contends have, during the past two decades, made emissions-increasing modifications that triggered "major new source" construction permitting requirements which the industries did not meet.The agency claims that facilities violating the new source requirements are liable not only for civil penalties of up to $27,500 daily that have accrued for years, but also for the capital cost of retrofitting facilities with state-of-the-art pollution control equipment.

Clean air rules affect construction proposals
Article Abstract:
The Clean Air Act Amendments of 1990 provide the conditions for environmental permits for new construction projects and also much stricter standards on air emissions. The regulations are so complex and delays in obtaining permits not known about beforehand so costly that companies are well advised to obtain a lawyer's advice rather than relying on engineers and consultants.
