European Union mobile telecommunications policy and the Communications Act of 1934: can Congress avoid a collision on the information superhighway?
Article Abstract:
Section 310 of the Communications Act of 1934 should be revised to allow reciprocal access to foreign investors in the mobile communications sector in response to the European Union's 1994 Green Paper. The Green Paper on a Common Approach in the Field of Mobile and Personal Communications in the European Union suggests that EU member states should be allowed to restrict access to markets by countries that do not permit reciprocal access. However, current US law limits foreign ownership of common carrier radio licenses. Executive branch waivers as well as legislative revisions should be considered for countries with liberalized telecommunications markets.

Foreign investment in the Philippines
Article Abstract:
The Philippines represents an attractive arena for foreign investment. The country has become politically stable and has been experiencing economic growth. The government has reformed regulations and provisions to encourage foreign investment. The Philippines also occupies a strategic position as a gateway to Asian markets and has well-educated, English-speaking workers. The history of foreign investment policy is traced from the Marcos, Aquino and Ramos administrations. Requirements, incentives, opportunities and safeguards for foreign investors are also discussed.
