Growing pains; boom time expansions no longer fit
Article Abstract:
Downsizing is the trend for law firms in the 1990s as recessionary times and client cost-consciousness force firms to cut back. According to a survey by Of Counsel Magazine, 193 of the 500 largest US firms declined in size between Jan 1991 and Jan 1992. Firms who must downsize should determine what their core practice area is, what resources are necessary to sustain it and then adjust as necessary. Other factors to consider are fixed costs, communication with creditors and clients, and buttressing the morale of lawyers and support staff left behind.

Voters limit politicians' terms; battle over ballot initiatives on length of office, gay rights shifts to courts
Article Abstract:
The passage of voter initiatives to limit politicians' terms in office and to limit gay rights has changed the venue of these battles to the courts. Opponents of term limits feel state limits on terms in federal office are unconstitutional, while proponents claim states have historically placed implicit restrictions on congressional candidates by regulating the location, time and manner of elections. Opponents also claim that state regulation has only been allowed when this could prevent voter confusion.
