Article Abstract:
The University of Pennsylvania has responded to the rapid changes in international economics and law by broadening the focus of what was once the 'Univ. of Penn. Journal of International Business Law.' The new journal, the Univ. of Penn. Journal of International Economic Law,' will provide a multidisciplinary approach to topics such as private and public international economic relations and law, and the effect of global commerce on international business law in general. Many international law scholars offer there congratulations to the journal's staff and offer reasons why the shift in focus is timely and important.

The FCPA in Russia and other former Communist countries
Article Abstract:
US companies who comply with the Foreign Corrupt Practices Act (FCPA) often find themselves at a disadvantage in dealing with Russian foreign officials. In Russia and the former Soviet Union, bribery has become commonplace and officials are unafraid of domestic law enforcement. The FCPA allows for certain types of legitimate payments and unknowing US parent companies are not likely to incur FCPA liability for illegal acts of Russian subsidiaries. However, the applicability of the FCPA definition of "foreign officials" is often unclear and a US company might be found liable for the acts of its Russian agents.

International trade - quantitative restrictions - national treatment - environmental protection - application of GATT to U.S. restrictions on import of tuna from Mexico and other countries
Article Abstract:
The GATT Dispute Settlement Panel issued a report on whether US restrictions on tuna imports and the provisions of the Marine Mammal Protection Act under which they were imposed violated GATT. The panel found that a violation was present and that the GATT did not permit the use of US law to block trade. GATT can be applied to an imported product but not to a foreign production process. GATT seeks to promote free trade rather than environmental protection, and the international community lacks rules on the latter.
