Lame duck period outmoded in 1990s
Article Abstract:
The US needs a constitutional amendment calling for a lesser interim period than the 2 1 2 months which is now the case before a newly elected president takes office. The many political appointees which a democratic system needs to function have no accountability during a lame-duck period and so little reason to economize or spend wisely. They are torn between the agendas of finding a new job and finishing up important pending projects. All this while career staffers look to them for direction in managing the bureaucracy. The absence of accountability during this period conflicts with our system of checks and balances.

Amendments to Stark law curb referrals; many doctors must divest their interests in health-care ventures
Article Abstract:
The Physician Ownership and Referral Amendments of 1993 expand the Ethics in Patient Referrals Act of 1989, offering the most substantive changes to Medicaid and Medicare anti-kickback law since the late 1970s. The amendments will take effect Jan 1, 1995. They will ban Medicare and Medicaid payments if the physician ordering the services had a financial relationship with the provider requesting payment. The amendments will lead to strict standards for financial arrangements among medical practitioners and will force many doctors to sell their ownership interests in medical joint ventures.
