Life after the voluntary restraint agreements: the future of the U.S. steel industry
Article Abstract:
Voluntary Restraint Agreements (VRAs) were instituted in 1984 to balance competition between the sagging US steel industry and the surge of foreign low-cost, high quality steel. Until they expired in 1992, VRAs fostered increased quality and production for the US steel industry, but had adverse affects on domestic industries which relied on a cheap supply of steel. The US can protect its market better in the future by pursuing international trade agreements and maintaining tariffs for underpriced imports than by reinstituting VRAs.

Treading water in the Caribbean: recent developments in United States textile and apparel trade policy
Article Abstract:
The clothing and textile industries in the Caribbean are dependent on special treatment by the US, but that treatment will eventually change as the US integrates into GATT and free trade with Mexico. The Caribbean receives tariff reduction under section 807 and special access under section 807A of the US Tariff Code, which will continue to define Caribbean development. Eventually the Multi Fiber Arrangement will be absorbed into GATT and its protection for the Caribbean will cease.

Mutual recognition and the national market for goods
Article Abstract:
There could be many benefits and some potential problems with a national market for goods based upon mutual recognition of commercial laws of the Australian states. The federal system should facilitate interstate free trade, as should the country's homogenous culture. However, progressive social and consumer regulation may be set back. Regional accountability and state sovereignty may also be diminished.
