Canadian cultural policy and the NAFTA: problems facing the U.S. copyright industries
Article Abstract:
Canada's protectionist policy toward its cultural industries has created an unfair trade barrier for the U.S. that should be addressed through measures such as legislation and trade sanctions. The Canadian policy led to the incorporation of a cultural industries exemption in the North American Free Trade Agreement, a concession that creates an undesirable precedent for other trade agreements. The copyright industries affected by this policy represent a significant industry sector in the U.S. that should be given corresponding protection when trading with Canada.

Foreign debts to the U.S. government: recent rescheduling and forgiveness
Article Abstract:
The U.S. can do little to improve the financial situation of the poorest countries through debt rescheduling or forgiveness. Over $2.3 billion has already been forgiven by the U.S. over the past five years, while for most of the poorest countries the debt owed to the U.S. is only about 2% of the total amount owed. Moreover, multilateral development banks receive most of the payments made by these countries as a condition for future assistance. Thus, bilateral debt forgiveness does not offer a viable way to improve the financial condition of the poorest nations.
