'Payoffs for layoffs' program is challenged
Article Abstract:
Some observers challenge the Defense Department practice of reimbursing contractors for their personnel restructuring costs and the House of Representatives voted to stop the practice on June 13, 1996 as an amendment to the Defense Department budget bill. Senator Tom Harkin introduced a similar amendment on July 10, 1996 as Senate consideration of the military budget began. The Defense Department expects the practice to in the long run result in savings and in a more efficient defense industry.

U.S. impounds stock of alleged Canadian polluter
Article Abstract:
The US Justice Dept on Aug 23, 1996, obtained an order from the British Columbia Supreme Court impounding the stock of international mining entrepreneur Robert M. Friedland as a penalty for the environmental problems he left behind in the US. A defunct Friedland company, Galactic Resources Ltd, abandoned a Colorado gold mine with massive cyanide and metal pollution in 1992. This is the first time the Justice Dept has frozen foreign assets to remedy environmental offenses.
