Dallas toxic site still not listed

Article Abstract:

Community leaders of the poor predominantly black and Hispanic community of West Dallas say that the Environmental Protection Agency (EPA) has again passed them up for priority cleanup using the Superfund because of racism. Leaders were told that President Bush's freeze on expansion of the list of cities covered by the Superfund will last until the year's end. West Dallas residents claim that their area should have been named a Superfund site in 1984 when the EPA closed the RSR Corp, a lead smelter.

Federal legal policies still unknown; vacant spots mean Bush policies carry by default

Article Abstract:

The Clinton administration has been slow to make sub-Cabinet-level appointments and this delay has resulted in the continuance by default of many Bush era policies. Various factors have been blamed for this delay, including a Clinton tendency to micromanage appointments even at this level and the desire for diversity in appointments. Advocates for immigrant children blame the slow appointments for the decision in Reno v. Flores, allowing alien children to be detained pending hearings.
