Plan proposed to improve domain registration; a new committee has proposed adding seven top-level domains and 20 to 30 new registrars

The number of domain name disputes has increased with the growing use of the Internet as a tool for business. An International Ad Hoc Committee was set up in Nov 1996 to devise a way of improving the domain name registration process, and the first draft of their proposal was issued in Dec 1996. It proposes adding 7 new top level domains and the selection of 20 to 30 new registrars for handling domain name registrations. Additional registrars will be added each year. A 60-day waiting period will allow trademark holders to exercise their rights. Such a system might allow the Internet to become a viable business tool.

Advertising, the international media and the Internet may make a trademark familiar in a country long before a company's products have arrived. Such use has been called use 'analogous' to trademark use, and allows companies to claim priority with evidence that the extent of the use made a connection in the public's mind between the mark and the company's goods. Intent-to-use provisions in trademark laws are becoming more common with the growing emphasis on harmonization of the world's trademark laws.
