The French blood transfusion system on trial
Article Abstract:
A trial of four former public health officials in 1985 for the transmission of HIV virus through contaminated blood, distributed by the French blood transfusion system, involved larger policy issues. Revelations in the case led to a major reorganization of the system. Failure of the control mechanisms to avert the contamination crisis was related to the uncertain channels of responsibility in the complex blood transfusion system. The uncertainty and policy delays were also associated with a contemporary lack of medical and scientific consensus regarding AIDS.

Developing vaccines against HIV: options for accelerated progress
Article Abstract:
A consultative-group model, which ensures the development of a coherent and strategic management plan, is an ideal system to speed up the development of an HIV vaccine. The system can mobilize diverse capabilities and can work both with the public and private sector. The current public-sector system of vaccine development faces problem in formulating and implementing a plan that incorporates product conception to product use. Other possible systems which can be helpful are the finished product procurement system and not-for-profit institute management.
