Protection of the public against litigious suits ("PPALS"): using 1993 Federal Rule 11 to turn SLAPPs around

Article Abstract:

State state sanctions rules based on the latest version of Federal Rule of Civil Procedure 11 would serve as an effective deterrent to SLAPPs while protecting novel claims' access to courts. New Mexico's SWOP (Southwest Organizing Project), a not-for-profit organization dedicated to the empowerment of communities of colored people, faces a SLAPP suit trying to keep it from exercising its petitioning voice. SWOP provides an example of all SLAPP targets that could benefit from Fed. R. Civ. P. 11 protection.

Scrap tire disposal: three principles for policy choice

Article Abstract:

The authors present a set a principles for use by the states in developing scrap tire disposal management programs. Suggested measures include a ban on landfill disposal of tires, expansion of the demand for scrap tire products, and continued use of fees on the purchase of new tires.
