Public sector commissions and comaps: labor-management cooperation in state and local government
Article Abstract:
A survey by the US Secretary of Labor's Task Force on Excellence in State and Local Government Through Labor-Management Cooperation found the unanimous opinion that government must move away from traditional ways of doing business and towards participatory management. When public employees and their managers lack interest in improving matters the threat of privatization looms. Myths about privatization include ease and speed, lower costs and better quality. A two-sided commitment to improving labor-management relations and acceptance of union role is necessary for participatory management to work.

Article Abstract:
The global economy has become a reality in the 1990s and impacted industrial relations as well. The Collective Bargaining Forum is addressing mutual interests of management and labor in enhancing the competitiveness of American business, mutual interest in employment security for American workers, and the role of unions in a democracy. The Forum has published a paper detailing new goals for collective bargaining in a global economy, including joint management-union responsibility to improve the performance of US business and the value of full employee participation in meeting business goals.
