Article Abstract:
Executing foreigners here is not permissible because federal and state courts cannot guarantee the right to due process and a fair trial, two of the most basic international and domestic rights. The US death penalty was struck down as arbitrary in the 1972 Furman v. Georgia case and numerous studies show it remains arbitrary. The average alien will not know US law and will not understand capital liability under felony murder statutes.

Yes: keep committees out and let market forces work
Article Abstract:
There is no reason to tinker with proven elements of the legal information system such as the standardization of the West National Reporter System when it still serves the legal community well. Format-neutral citation would be good for small publishers who can put out information quickly, but quality control would suffer and there could be many variants. What is being proposed is misguided.
